FM Phase II bidding postponed yet again

The Information and Broadcasting Ministry has postponed the Phase II bidding
for FM licenses yet again. The Ministry had announced in the beginning of
the New Year that new dates for submission of bids for 97 FM radio stations
in 48 cities would be January 14 and 24. But now those dates too stand
cancelled.
This follows the Delhi High Court's dismissal of a review petition filed by
the I&B Ministry against an earlier court order allowing Radio Today to bid
if it fulfilled certain conditions. Following HC's dismissal of the
petition, the Ministry was forced to postpone the bidding due to several
complications, and this has triggered widespread confusion amongst industry
leaders.
The I&B Ministry had filed a revision petition before the Division Bench
against above order, which was dismissed by the Bench. Radio Today had filed
its calculation of revised net worth with the Ministry for approval as it
desired the Ministry's concurrence before putting in extra money as time was
short to comply with the Court, however, the Ministry chose not to respond
but filed the revision petition.
Following HC's order, the whole process of the Phase II bidding for balance
stations again goes into jeopardy, as in case Radio Today is allowed to bid,
other radio players (including Radio City, Radio Mid-Day, etc) rejected on
similar grounds, should also be given a chance to amend their technical
bids.
Biggies like Reliance, Unicom (Big 92.7 FM), Entertainment Network India
(Radio Mirchi), Sun TV (South Asia FM), and regional players such as
Rajasthan Patrika, Ananda Offset Pvt Ltd, Shri Puran Multimedia (Dainik
Jagran) and Synergy Media Entertainment (Dainik Bhaskar Group) are in the
fray for the FM slots.
The bidding was originally scheduled for November 12 and 26, 2007, but was
cancelled just five days before the bidding. The new dates given at that
time were December 17, 2007 and January 7, 2008, which were later changed.
These were revised to December 29, 2007 and January 10, 2008, only to be
postponed yet again to January 14 and 24, 2008, which also now stands
cancelled.
The understanding of the radio industry is that the Government would revise
the definition of net worth in the Phase III policy to be announced in a few
months from now.

My FM launches in Raipur
Bhaskar Group's My FM is all ready to operate from
Raipur, capital of Chattisgarh. The group will add the
city of Kota and Jabalpur, which will complete its
launch plans for all 17 circles it has license to
operate in, says a release.
Says My FM business head Harrish M Bhatia, "With
Bilaspur station already doing very well, 94.3 MY FM
offers exclusive FM Radio Network in Chattisgarh,
unlike any other radio group. The city is attracting
huge investments, witnessing rapid infrastructural
development and is fast emerging as a metropolitan
city, thus this was just the right time for us to
launch our station in the city."

My FM, "We are quite excited about the launch. The
music package has been designed after in-depth
research to fine-tune programming according to
listeners' tastes and preferences of Raipur. We will
keep our content local so that people get a familiar
feeling with the station and enjoy that too."
94.3 My FM is the radio station of Synergy Media
Entertainment Limited, SMEL - a wholly owned company
of The Bhaskar Group. Prior to this My FM was launched
in Jodhpur in December last year.

India's school for radio jockeys
There are two types of people: Those who like to talk
and those who like to listen. And if you fall into the
first category, then India is the most happening place
for you on earth.
With 4,000 community radio stations, including FM
studios, to come up in the next few years, broadcast
bosses are busy head-hunting for professionals who
could fill in the 30,000-odd jobs in the industry.
'After the second phase of licensing of 336 radio
stations in India, the demand for radio jockeys (RJs)
have multiplied manifold' said Simran Kohli, chief of
the Academy of Radio Management (ARM), South Asia?
first broadcast school, based in New Delhi.
In an e-mail interview with XPRESS, Kohli said the RJs
are more in demand since radio programmes are widely
heard in metros as well as the countryside. 'People
tune in to the radio because of the quality of service
they receive, the chat shows they like to hear, and
moreover the joy of becoming instantly famous' she
said.
Kohli has been a radio jockey since 1995. After
starting her career with the All India Radio, her
passion for radio led her to start an institute.
'There are many mass communication schools in the
country [India], but I felt no institute cared for the
radio. Radio was always treated as a stepchild
compared with the print and electronic media' Kohli
said.
'The concept of a broadcast school was conceived a
long time ago, but its execution had to wait for the
right time. When the revolution in FM radio swept
India, I knew the time could not be more perfect than
October 2006. It was in that month when the ARM was
born' she said.
In its first year, 38 students enrolled into the
academy with the first batch starting on January 15
last year. 'Ironically all of them came to do the
three-month RJ course' Kohli said.
At the ARM, the students are trained in well-equipped
studio and are given the mantras on what to talk.
According to Kohli, radio jockeying is all about the
'power to connect'
'One needs to connect on an equal level with all the
people of the society. For an RJ, a voice is not all
that important as his/her content is, because content
holds the radio show firmly' Kohli said.
Apart from New Delhi, ARM has opened its office in the
north Indian state of Punjab. 'We are aiming at a
pan-India expansion and if God willing we could be
soon seen in Dubai' she said.

Pacific Asian Log Radio Guide
New 2008 Mediumwave Edition
The first update for 2008 of this free guide is now online at
www.radioheritage.net and includes complete revisions for a number of
countries.
The radio guide lists thousands of operating AM radio stations across
the entire region from Afghanistan to Alaska, China, Japan,
Philippines, Australia, New Zealand, the Pacific Islands and Hawaii.
Easy to use, with online search and downloadable versions. Stations
can be found by country or frequency for example. Data includes hours
of operation, program formats, transmitter power and much more.
According to the Radio Heritage Foundation [www.radioheritage.net],
the largest number of currently listed AM transmitters are located in
China, Japan, Indonesia, Australia and the Philippines.
Endangered AM Radio Watchlist
Meanwhile, a growing number of countries are now on the Radio
Heritage Foundation's Endangered AM Radio Watchlist, having just one
mediumwave station known to be on air.
These countries are American Samoa, Diego Garcia [British Indian
Ocean Territory], Christmas Island [Indian Ocean], Cook Islands,
French Polynesia, Kiribati, Macau, Malaysia [West], Maldives,
Myanmar, Norfolk Island, Northern Mariana Islands, Palau and Tonga.
In the last year or so, the following countries across the region
have ceased broadcasting on mediumwave: Easter Island, Cocos
[Keeling] Islands, Lord Howe Island, Nauru, Tuvalu and Wallis et
Futuna.
All of these countries now broadcast only on FM. As a result of this
major shift to FM radio across the region, the first in a new series
of Asia and Pacific FM Radio Guides will be launched at
www.radioheritage.net in the coming weeks. We suggest you regularly
check the site for these and other new content.

RNZI Mailbox documentary January 21
The latest Radio Heritage Foundation documentary on Radio New Zealand
International [RNZI] looks at the impending sale of government owned
SBC Samoa and considers its impact on local public radio in Samoa.
Previous privatization examples include Radio Cook Islands and WVUV
American Samoa. How have these stations fared since? What are the FM
radio options that listeners in Apia, Pago Pago and Avarua currently
enjoy.
Other broadcasters from outside the region, such as Radio China
International and Radio Australia, are now opening commercial free FM
relay stations across the region. Are the days of locally funded and
operated public radio stations in the islands numbered?
Currently, the 540 AM signal of SBC1 provides cyclone warnings for a
wide arc of islands including the two Samoas, Niue and Tokelau. With
the station being sold, will this vital emergency service continue or
be closed down to save costs?
